The American Consumer Institute (ACI) filed comments today with the Surface Transportation Board (STB), the agency with regulatory oversight over rail transportation, regarding proposed rules that would mandate rail operators to provide competitors with open access to their privately owned networks. In its filed comments to the STB, ACI explained how these regulations would negatively impact consumers at the benefit of a handful of very profitable shippers. The comments recommended that the STB first conduct an empirical study to demonstrate that consumers and public safety would be better off by these regulations. ACI’s comments included a recent ACI study that provided evidence showing that these regulations were not in the public’s interest.
