Arlington, VA-The American Consumer Institute (ACI) endorses the EPA’s proposal to reform the Biden-Harris 2023 Technology Transitions Rule, which mandated a rapid shift from R-410a to low-GWP refrigerants like R-454b in HVAC systems. The unrealistic timeline, cost burden, and limited supply of new refrigerants negatively impact households.
ACI supports reforming the rule to allow a more gradual refrigerant transition, aligning with the original AIM Act intent. Practical, cost-effective strategies that reduce refrigerant leakage and protect consumer welfare would also be beneficial.
