Public Comments: ACI Urges FCC to Advance Pro-Consumer Network Modernization

Arlington, VA-The American Consumer Institute (ACI) submitted comments with the Federal Communications Commission (FCC) in support of accelerating network modernization, arguing that outdated state regulations are delaying the transition to more reliable, efficient communications networks. ACI’s comments contend that California’s carrier of last resort (COLR) requirements impose billions of dollars in unnecessary costs to maintain aging copper infrastructure despite the widespread availability of modern alternatives. ACI urges the FCC to grant AT&T’s petition through narrowly tailored federal preemption, concluding that doing so would remove barriers to network modernization, reduce wasteful spending, and better serve consumers with more reliable and cost-effective communications services.
