The United States Postal Service (Postal Service) is long overdue for a major reorganization. As I have discussed in the past, it is losing billions of dollars each year, but it keeps subsidizing unprofitable and unregulated ventures with its regulated services, rather than sticking to its core mission – just delivering letters. What is new today, however, is that the Postal Service appears to be increasingly incapable of delivering mail on time to consumers.

 Last week, the Postal Regulatory Commission, which provides regulatory oversight of the Postal Service, issued a report finding that the Postal Service failed to meet its performance targets for all first-class services and most standard mail services during 2015. What’s more, the performance shortfalls appear to be getting worse year-after-year.
